National Route 238, also known as the Soya National Highway, runs along the Okhotsk Sea coast from Wakkanai City in northern Hokkaido, passing Cape Soya, and continuing southeast. The section between Wakkanai and Cape Soya is especially famous among riders as a “pilgrimage road to the northernmost point of Japan.”
The route offers dramatic views of the sea, vast grasslands, and wind turbines. It’s a dream ride for motorcyclists who want to feel the “edge of Japan” and enjoy the sense of adventure.
Recommended Riding Sections
Wakkanai City → Cape Soya (about 30 km)
A mostly straight and wide road with clear views. On your right is the sea, and on your left are green hills with windmills. A truly scenic section.
From Soya Hills, you can also detour onto the unpaved “Shiroi Michi” (White Road), which is famous for its surreal beauty.
Cape Soya → Sarufutsu Village (about 40 km)
This coastal road is peaceful and lightly trafficked. You may spot wild animals like deer and foxes along the way.
Road Conditions and Safety
The entire route is well-paved and consists of easy-to-ride two-lane roads.
Winds can be strong, especially around Cape Soya, so caution is advised.
Fog is common in the morning and evening, so reduce speed and drive carefully during those hours.

Soya Hills and the White Road
A beautiful unpaved road covered with crushed white shells. On clear days, the views are otherworldly.

A local favorite offering scallop dishes, soft-serve ice cream, and a campground.

Route 238 is toll-free.
The nearest city is Wakkanai. You can access Wakkanai City from Wakkanai Airport by rental motorcycle or car.
Best Season and Climate
The best time to ride is from June to September, when the air is cool, dry, and the views are clear.
From November to April, snow and ice make riding nearly impossible. Even in spring and fall, bring warm gear.
