Route Overview
Nomugi Kaidō is a scenic mountain road connecting Takayama City in Gifu Prefecture with Matsumoto City in Nagano Prefecture.
Historically, it was known as the “Road of Life,” used by women from the Hida region to travel to silk mills in the Meiji period.
Today, the route includes parts of National Route 158, Prefectural Routes 26, 39, and 84, and is popular for mountain driving, especially from spring to autumn when the surrounding nature is at its most beautiful.
Recommended Driving Section
From central Takayama through Kuguno, the drive along Route 39 (Nomugi Kaidō) leads deep into forests and valleys.
As you approach Nomugi Pass, the elevation increases, and wide views of mountain ranges unfold.
The view from Nomugi Pass lookout is a highlight, offering a stunning panorama of Mt. Norikura and the surrounding peaks.
Road Conditions & Safety
The entire road is paved, but parts are narrow and winding, with frequent ups and downs typical of mountain roads.
Drive carefully, especially if you are not used to mountain driving.
In winter (late November to around April), the road may be closed due to snow and ice.
Nomugi Pass sits at 1,672 meters, so even in summer, it can be quite cool. It’s best to bring a jacket.

- Nomugi Pass Lookout: Historical pass with views of Mt. Norikura and the Kiso mountains.
- Old Nomugi Kaidō Museum (Nagano side): Learn about the lives of young women who once crossed this route.
- Takane Dam Lake: A quiet spot for rest and photography.
- Roadside Station Hida Takane Kobo: Offers local produce, handmade goods, and light meals.
Local Foods
You can enjoy mountain vegetables, grilled river fish (such as iwana and amago), soba noodles, and gohei mochi along the way.
Seasonal vegetable dishes and homemade desserts are also popular, especially in summer and autumn.
Access & Fees
There are no tolls for driving along Nomugi Kaidō (except for some forest roads).
From central Takayama: about 1 to 1.5 hours via prefectural roads.
From Matsumoto: take the route via Nagawa and Norikura Highlands.
Parking: Available for free at Nomugi Pass, museums, and roadside stations.
Best Seasons & Weather
- May–June: Fresh green leaves and pleasant driving.
- July–August: Cool, refreshing mountain climate—great for escaping the summer heat.
- Mid to late October: Beautiful autumn colors, especially the golden larch trees and red maple leaves.
- Note: From November, snow and ice may affect driving.
